The hiring manager's feedback did not outweigh other people's on the panel.

After sending the first email to the candidate at the very beginning to kick off the hiring process, the Hiring Manager did not conduct the Phone Screen, and only met the candidate in the Final Round for 2 reasons:
1. To avoid incorrectly false-negatively rejecting any candidates, and also
2. To prevent an early "go ahead" decision from the Hiring Manager in the Phone Screen from biasing the panel's ratings in the final round.

In fact, there was one candidate who received 4's and 5's from the rest of the panel and a 3 from the Hiring Manager and was hired, and did really really well after 1 year in the role at the company.

This particular candidate was hired as a Principal PM.

As in this case, generally at the "Recommended Level", an offer was extended if the candidate got "Final Recommendation" rating of one 3, most 4s, and some 5s.

Another candidate got "Final Recommendation" rating of "Strong Hire", but "Recommended Level" of three "Sr. PM", and three "Principal PM", and that person was hired as a Sr. PM.

This was more applicable and useful to the interviewer side.

The interviewer was asked to fill in all the in this feedback form, and choose "NO SIGNAL" to capture situations where they did not test a certain attribute during the interview.

If they did try to test for that attribute but got either a very weak or no response from the candidate, they were asked to rate that with the lowest rating of "1. Did not demonstrate".
